In the 1920s, the Osage Indian nation in Oklahoma became the wealthiest people per capita globally after oil was discovered beneath their land. They enjoyed unprecedented prosperity, but this wealth attracted sinister attention. One by one, members of the Osage began to be murdered, prompting an investigation by the nascent FBI. The bureau's initial efforts were largely unsuccessful, leading its young director, J. Edgar Hoover, to seek outside help.
