In the early Meiji era, Japan faced significant civil unrest and the decline of the samurai way of life, leading to a surge in crime rates. To manage overflowing prisons, the government established Gokumonjo, an inescapable facility situated in the center of Lake Biwa. The Kumo family's three sons are tasked with transporting criminals to this formidable prison. However, questions arise about whether Gokumonjo truly serves as a containment for only minor offenders.
