France emerged as a pioneer in developing its torpedo boat forces, with a particular fascination for swift "night raiders." The torpedo boat construction program initiated in 1875 led to the launch of the Bouclier-class destroyer in 1909, capable of a record-breaking 35 knots. French torpedo boats were widely exported, notably to the Russian Empire, where they saw action in the Russo-Japanese and World War I conflicts.
