In an era of increasing accountability for abusive leaders, the option of exile as a 'golden parachute' is diminishing. This shift presents a complex paradox: while the threat of international prosecution may deter some leaders from committing atrocities, it can also compel others to prolong civil wars due to a lack of viable exit strategies.
