As war with Russia approaches, Tokyo experiences unusual electrical storms. Staff at the British Legation report hauntings, prompting the arrival of Thaniel Steepleton from London. He is accompanied by his partner, watchmaker Keita Mori, their adopted daughter Six, and Mori's clockwork octopus, Katsu.
